Police, one of the most critical government departments raised with a very aim to uphold rule of law fairly and firmly, prevent crime, pursue and bring to justice those who break the law, protect, help and reassure the community and to be seen doing this with integrity, has largely failed in the functions set out in the 'police manual' and their performance shockingly disappointing having lost the faith of general public. In private conversations of common men, opprobrium of all kind heaps on police and jokes cracked about their demeanor.
Quoting the Police Manual, one of the prime functions of the police is to protect, help and reassure the community and to be seen doing this. Marked difference noted in nearly most accounts of people compelled to contact Police to register complain or report a crime, most remember it as one of the horrible experiences of life. Police stations wear a look of ghost towns and going there is a nightmare and dreadful experience for a common man.
All those at the helm of affairs know for sure that it is bad management and lack of accountability that shape up the ugly character of police and present it to the general public as an atrocious entity. There are laws in place in the guise of the Police Manual to mould the contours of police to perform and serve the purpose of its creation and continued existence but police hierarchy and political elite are stumbling blocks in letting that happen.
